The City of Elizabethtown will receive lump sum sealed bids on a general contract for construction
of a new fire department.

The Project name is “ELIZABETHTOWN FIRE DEPARTMENT, FIRE STATION #2, ELIZABETHTOWN, KENTUCKY”, as shown on Contract Documents prepared by the Architect, RBS Design Group, P.S.C. The Contract Documents are dated April 18, 2019.

Abbreviated Written Summary: Briefly and without force and effect upon the contract documents, the work of the Contract can be summarized as follows:

Project Description: Construction of a new fire station of approximately 9,900 square feet. The Work includes, but is not limited to, site clearing, dewatering, earthwork, soil stabilization, termite control, water distribution, sanitary sewerage, trenching and backfill, storm drainage, water quality unit, asphalt paving, cement concrete paving, pavement joint sealants, chain link fences and gates, lawns and grasses, cast-in-place concrete, plant precast structural concrete, unit masonry assemblies, structural steel, steel deck, cold-formed metal framing, cold-formed metal trusses, metal fabrications, metal stairs, miscellaneous carpentry, interior architectural woodwork, building insulation, spray polyurethane foam insulation and air barrier system, open cell SPF insulation, ventilated nailbase insulation panels, exterior insulation and finish system, asphalt shingles, soffits, sheet metal flashing and trim, firestopping, joint sealants, access doors, four-fold doors, sectional overhead doors, aluminum-framed entrances and storefronts, finish hardware, glazing, gypsum sheathing, gypsum board assemblies, ceramic tile, acoustical panel ceilings, resilient floor tile, resilient wall base, carpet tile, painting, high-performance coatings, visual display boards, stainless steel toilet compartments, bird and pest control, flagpoles, signs, post and panel signs, metal lockers, metal lockers (turnout gear), fire protection specialties, toilet accessories, manual roller shades, HVAC & plumbing systems, electrical (power, communication and lighting) systems, clean-up and removal of construction debris.

Proposals will be received as a Lump Sum Bid(s) for the work indicated in the Bidding Documents.

Proposals will be received by the City Clerk’s Office at City Hall until 2:00 P.M., prevailing time on July 11, 2019, and then publicly opened and read aloud in the 3rd Floor Conference Room.

A prebid conference will be held on June 25, 2019, at 11:00 A.M., prevailing time, at the Training Room at the Public Works Administration Office, located at 301 Waterworks Drive, Elizabethtown, Kentucky. All bidders are encouraged to attend this meeting.

Copies of the Bidding Documents may be obtained from Maco -Evansville Blue, 600 Court Street, Evansville, Indiana 47708 (812/464-8108), upon deposit of Fifty Dollars (non-refundable) for each set of Documents. Check covering plans shall be made payable to the order of the City of Elizabethtown. All mailing charges (non-refundable), if required, are to be arranged in advance with and paid directly to Maco-Evansville Blue with a separate check.

Electronic copies of the plans will be available and shall be arranged with and paid for directly to Maco- Evansville Blue (non-refundable).

Material suppliers may purchase complete sets of Bid Documents at a cost of Fifty Dollars per set, nonrefundable, or obtain electronic copies as detailed above.

Partial sets of documents are not available.

Bid Guaranty in the form of a Bid Bond (Proposal bonds with Contractor acting as surety are not acceptable), Certified Check, or cash shall accompany each bid. The amount of the bid Guaranty shall be not less than five percent (5%) of the Bid set forth in the Proposal Form. All bid Guaranties shall be made payable to the City of Elizabethtown.

No bids may be withdrawn after the scheduled closing time for receipt of bids for a period of sixty (60) days there from.

The scoring of bids/proposals is subject to Reciprocal preference for Kentucky resident bidders. Please refer to specification section 00450.

The Owner reserves the right to determine the ability of any bidder to perform the work, and upon the request of the Owner, any bidder shall furnish such information as may be required to make this determination.

The successful bidder shall be required to furnish a performance and payment bond and a material and payment bond in an amount equal to at least One Hundred Percent (100%) of the Contract price. The premium for the bonds shall be included in the proposal amount(s).

The successful contractor and all subcontractors shall have and maintain a valid City of Elizabethtown business license during the entire length of the contract.

The Owner reserves the right to accept any bid, to reject any or all bids, to waive any informalities in bids received where such acceptance, rejection or waiver is considered to be in the best interest of the Owner and to reject any bid where evidence of information submitted by the bidder does not satisfy the Owner that the Bidder is qualified to carry out the details of the Contract Documents.
